摘要 The current methodologies for capacity and level-of- service analysis of signalized intersections has a number of deficiencies . The purpose of this project is to formulate a methodological framework to guide the development of an improved methodology. Toward this end, a literature review is conducted first to document the deficiencies of the existing methodo logies. The major deficiencies discussed in this report are related to the identification of vehicle arrival type. Estimation of saturation flow rates, selection of level-of-service criteria, delay modeling, and treatment of traffic-actuated siqnal control.Based on the literature review, a methololgical framework for capacity and level-of-service analysis is recommended. This framework provides for low-level planning analysis, high-level planning analysis, and operational analysis. To estimate measures of effectiveness. Tow-level planning analysis may rely on a computational procedure similar to the one presented in the Highway Capacity Manual for Taiwan Area. High-level planning analysis and operational analysis are to be based on computer simulation. Volume/capacity ratio, queue length, and delay are the primary measures of effectiveness to be used for evaluating signalized intersections. To facilitate the development of the recommended metholology, this report also details the key features of a simulation model. Referred to as the Urban Traffic Systems Simulation (UTSS) model. This model is time-advanced, and it is intended for PC applications. The model will be coded in FORTRAN 77. Field data are to be collected and used for further development of this model.
