　　This study aimed to construct the optimal urban bus routes from the viewpoint of sustainable transportation. There are the ideal model and the practical model. In the ideal model, we do not consider repealing the existing bus routes may be encountered opposition, taking all kinds of the bus routes into account. While in the practical model, we just take account of the adjustment routes and the new routes.

 　　“Multi-objectives programming” is applied for solving this issue; the decision variable is meaning the operation status of the bus route. In order to achieve the goals for sustainable transportation, respectively on behalf of social justice, economic efficiency and environmental protection, followed by on behalf of the social justice is maximizing the population of the urban bus routes service, on behalf of the economic efficiency is maximizing the profit of urban bus operators and minimizing the general costs of urban bus users, and on behalf of the environmental protection is maximizing the savings of the external costs from the private modes.

　　To investigate the operationability of the proposed models and solution method, this study takes Taoyuan County urban bus routes as examples, based on reasonable assumptions and the status of the mode of input parameters. Solving the results showed that: In an ideal model, to achieve the goal of sustainable transportation, the best combination of Taoyuan County urban bus networks need to remove the existing five routes, one has route adjustment needs to be done, and need to operate 13 new urban bus routes. In the practical model, to solve the results showed that: The premise that the existing routes can not be repealed, if Taoyuan County urban bus network want to meet the goal of sustainable transportation, there are one bus route have to be adjusted, and also need for new 11 urban bus routes.
