1. Conducting Overall Transportation Planning, Project Review, and Assessment Tool Maintenance and Management to Prefect Overall Transportation System Development

In conjunction with the continuous review of the overall transportation planning model, in 2018, research on the strategies for the balanced development of land transportation services in the Northern Taipei region was conducted to construct the Northern Taipei region transportation model (including eight counties and cities: Taipei City, New Taipei City, Taoyuan City, Keelung City, Yilan County, Hsinchu County, Hsinchu City, and Miaoli County) and predict the supply and demand of a future transportation system. From the perspectives of the overall service concept and balanced system development, the positioning and division of labor of respective land transportation systems were explored, while the strategies for the overall development of transportation systems in the Northern Taipei region were formulated, enhancing overall transportation efficiency.

 2.Strengthening Overall Competitiveness of Sea and Air Transportation, Formulating Sea and Air Transportation Policies and Overall Development Strategies, Developing System Research and Analysis Tools, and Promoting the Development of Sea and Air Transportation Industries:

With the changing situations of the global economy, sea and air transportation industries have undergone tremendous changes. To enhance the competitiveness of Taiwan’s seaports and airports in the Asia Pacific region, in 2018, research on air simulation model constructs will continue to be carried out, and results shall serve as an assessment tool for enhancing air utilization efficiency and strengthening Taiwan’s air simulation related independent research capabilities. In addition, sea and air transportation databases were collected to grasp international development trends and formulate strategies for the development Taiwan’s major seaports and airports, to strengthen sea and air transportation operation efficiency.

 3. Strengthening Transportation Security System Research, Continuing to Promote Practical Applications, and Enhancing Transportation Accident Prevention Capabilities

According to the policy focus of the “White Paper on Transportation Policy-transportation Security”, people, research on vehicles, and environment related human-factor safety, risk assessments, and improvement strategies will continue to be strengthened. In 2018, targeting the promotion of railway security management system strategies, the research and analysis of security policies and goals, security risk management, security guarantee, security promotion, and other essential items continued to undergo improvement. At the same time, in coordination with the implementation guidelines of the “Road Traffic Order and Traffic Safety Improvement Plan” promulgated by the Executive Yuan, improvement plans for accident-prone road sections nationwide were executed and road traffic safety related researches were conducted in support of the vision of “building a people-centered safe traffic environment” by the Ministry of Transportation and Communications, R.O.C. (MTC).

 4. Formulating and Strengthening Public Transportation Management Efficiency and Transportation Logistics Competitiveness, and Enhancing the Sustainable Management and Management Techniques of the Transportation Industry

In addition to assisting the MTC in promoting the “Plan of Diverse Promotion and Upgrade of Highway Public Transportation (2017-2020), the integration of the by-reservation barrier-free passenger car services was conducted to fully grasp the needs of people with physical and mental disabilities and the elderly and provide convenient services. Additionally, research on Taiwan’s Rail way, High Speed Rail and bus transfer and connection time interval check and improvement mechanisms was conducted to enhance transportation system connection efficiency and service quality. Furthermore, the construction of automated scheduling software closely catering to the needs of Taiwan Railway passengers underwent planning to assist the Taiwan Railway in improving operational efficiency.

5. Promoting Transportation Technology Development and Enhancing the Research and Development of Transportation Information Communications Technology, and Strengthening the Intellectual Property Management and Knowledge Management of Transportation R&D Results

With human-centered traffic as the core and the application of big data, Internet of Things, smart devices, artificial intelligence, and cloud computing, and other technologies, the needs of the general public and the traffic conditions can be grasped. In 2018, road traffic incident integration and release continued to be strengthened, while traffic and telecommunications big data were applied to analyze the travel practices of the general public in order to facilitate highly appealing public transportation services, assist the MTC in promoting Mobility as a Services, MaaS in metropolitan areas, and strengthen the integration of diverse vehicle information and ticket purchase services, providing more convenient public transportation services at discounted prices.

 6. Formulating Transportation Energy-saving and Carbon Reduction and Adaptation Practices in Response to Climate Change, Conducting Greenhouse Gas Reduction and Sustainable Transportation Development Related Research, and Enhancing the Energy-saving and Carbon Reduction Assessment and Adaptation Strategy Planning Capabilities of the Transportation Sector

In connection with the business central competent authority’s (MTC) statutory matters stipulated in the “Greenhouse Gas Reduction and Management Act”, the transportation carbon reduction strategic assessment model continued to undergo development, the energy consumption model of the transportation sector was established, and estimations of the energy consumption and greenhouse gas emissions as well as the research and analysis of the assessment indicators continued to be carried out in support of the MTC’s formulation of the “Transportation Sector Greenhouse Emissions Control Action Plan”, the “White Paper on Energy Transformation Transportation Sector Energy Saving Plan”, and other tasks. Railway/highway climate change risk information continued to be updated, while the analysis of the impacts of transportation systems and climate change were carried out, the strategic planning was adapted, and the adaptation results were reviewed to prompt the transportation infrastructure competent authorities to implement climate change adaptation work.

 7. Improving Harbor Environment Information Monitoring and Maintenance, Enhancing Marine and Transportation Disaster Prevention Technologies, Research and Developing Undersea Engineering Technology in Offshore Wind Power Areas

Real-time observations and the integration of near-shore wave, tide, and current information continued to be implemented to create the meteorology simulation module of in-port and inshore ship navigation and statistical information. In addition, through route analysis and path planning, navigational safety assessments were carried out to reduce navigational risks and improve shipping efficiency and port operation performance. Moreover, in order to improve road bridge disaster prevention and control technology, a highway soil slope wireless sensing and monitoring system was developed to maintain the atmospheric corrosion environment and harbor facility maintenance and management information systems, thereby enhancing road and bridge safety as well as port operation efficiency.

In conjunction with the government’s offshore wind power policy development, hundreds of offshore wind turbines will be erected on the west coast. In order to prevent compromising shipping safety caused by the undercutting or corrosion of offshore wind turbine piles, and in response to the construction of wind turbines and ship supplies that result in more congested sea traffic, as well as navigation risks caused by changes in original sailing vessel routes, in 2018, local research was conducted targeting basic wind turbine stability monitoring technology, wind turbine pile and metal component corrosion prevention and control technology, ship monitoring, and emergency rescue technology, thus ensuring the navigation safety of ships nearby offshore wind power areas and accelerating the timeliness of emergency rescue.
