  Situated in an ideal location in the Asia-Pacific rim, Taiwan has the inherent advantages of sea and air transportation. In addition, the leading position in the field of semi-conductor and electronic manufacturing further attracts manufacturers, suppliers and transnational enterprises to set up their international logistics distribution centers in Taiwan. Therefore, it is clear that through the operation of the international logistics distribution centers, the enterprises and their productions in Taiwan can be enhanced and the vital role played by Taiwan in the international arena can be highlighted, which will further promote Taiwan to become the Operating and Planning Center in the Asia-Pacific area. Seeing this, the Ministry of Finance drafted the " Regulations Governing Customs Clearance for the Goods of Logistics Centers", and The Customs also made the " Guiding Rules On Customs Clearance for the Goods of Logistics Centers ". Thus the original bonded warehouse affairs will be extended to cover Logistics Centers. Moreover, the enterprises could also expand their business to cover the domestic logistics distribution, the business scope, and increase their capitals and independent management.
  This paper intends to look into the decisive questions considered by the major enterprises when they choose the international logistics centers through the literature review and interviews with renowned enterprises in the great Taipei area. Then turn the decision making procedures into the Structure of the Fuzzy Analytic Hierarchy Process (FAHP). The four decisive factors include “The Site and the Transportation”, “The Basic Specialized Ability”, “The Finance and Cost” and “The Customization Service”. The four major factors can be further bracketed into 15 evaluation indexes. Through the questionnaires for the manufacturing, governmental, academic fields and enterprises, coupled with the use of Fuzzy Analytic Hierarchy Process to quantitatively analyze the decisive factors enterprises use to choose their international logistics centers, we are able to obtain the whole average weighted result and realize that the enterprises the most important decisive factor in their consideration of the international logistics centers is “The Basic Specialized Ability”, Next in order are “The Customization Service.”, “The Site and the Transportation” and “The Finance and Cost”.
  Among the 15 evaluation indexes, the most emphasized 5 are the adaptation ability, quality of service, information management capability, transportation and distribution capability, and flexibility to meet the requests of customers. The result of this study can offer an invaluable reference for the various enterprises when they are about to map out their management strategies to choose their best international logistics centers.
