  The kind of supplying on public transportation in rural area is thorny problem in transportation management. Supposing highway traffic and urban bus supplied with regular routes and regular headway, not only the service standard do not satisfy people’s need due to low demand and limited headway, but also operation loss to dealer. Supposing supplied with taxicabs, people are not acceptant due to high price. Even though dial-a-ride bus is popularized as Para-transit system, successful case is very few.   The study focuses on three rural areas in Taipei County, Tamsui, Rueifang and Ukraine. Because of local character and environmental condition, local taxicabs are different from urban taxicabs on operation and charge. The same as urban taxicabs, rural taxicabs have hard operation problem gradually. In the situation of very instable demand ad locum, a breadwinner of taxi driver lives hand-to–mouth life if he depends on income operated in that locality only. Accordingly the study treats driver’s family and income condition intimately.   The results are the analysis on the market demand condition and service supposing condition of taxicabs in rural area. The study uses cluster analysis to categorize drivers about their life-supporting condition. Rural area composed of three types of drivers mainly, co-absorbing, finance-pressured and leisure type in terms of two indicators. One indicator is the percentage of driver’s month-income in taxi to family’s total month-income; another is the mean month-income of every family person. The implication respectively represents the financial source at home and the degree of abundant life. In the end, summing up the operational characterization of taxicabs in rural area.
