  The length of Ba-Guah-Shan tunnel of Tai-76 expressway is about five kilometers. In the present time, only car vehicles are allowed to pass through this tunnel. Trucks with carry capacity under 21tons are also allowed to drive since January 21, 2007. To cope with the industrial rapid development in the future, trucks and vehicles loaded with perilous goods will be considered to pass as well. Because the traffic space along this tunnel is a close and susceptible area, the fire together with high temperature will lead to the difficulty to road user's escape and to saviour's rescure once fire happens.   Owing to several tremendous tunnel disasters occurring at mountain Alps in Europe, serious causality was resulted in thereafter. Especially with the social development, highway transportation is the most common way to carry chemical products. Once the accident happens during the transportation process when trucks are loaded with perilous products, cargo will leak and cause to explode which can lead to serious fire disaster. In this study, references are made the tunnel safety facility and managerial system (SOP)of such nations as Europe, United States and Japan. Study is put on the potential danger, affected area and transportation risk when perilous cargo carrying through Ba-Guah-Shan tunnel. Analytic Hierarchy Process (AHP)method is then evaluated to generate transportation solution with lower risk and to initiate the planning and management of transportation operation safety. The quality of vehicle driver and the idea of safe driving are enhanced accordingly so as to reduce the social risk of driving behavior. Further, it can be provided to the related departments for decision making on the carrying perilous cargo through long tunnel. Risk evaluation can be modified and forwarded as well.
