  At present the highway adopts the master line stockade type manual charge, and it causes many short distances trip users do not need to pay the tolls, thus it creates some road in the highway frequently congest. No matter in peak hour or off-peak hour, the highway charges toll according vehicle, and it usually makes demand exceed road capacity in the peak hour, so it makes congest in highway. If the highway adopt the distance-based toll collection, it will improve highway congest in peak hour.

   This research mainly establishes a time-dependence distance-based toll collection model, and it will take National Freeway No. 1 as an example. According the past literatures and the theory about congest pricing, it makes a road pricing model and takes control the traffic flow as the goal. The model will make the actual traffic density as the endogenous Variable, and use the variable to calculate the instantaneous toll.

   After completes the model, it will use the questionnaire survey to obtain the drivers’ sensitive degree for the price and evaluate the parameter. Finally using the scenario simulation, we will apply the model to calculate price for each section of the highway under the anticipated service level.
