  Taxi is one of the most important public means of transportation in metropolitan region besides City-bus operators and Highway-bus operators. In order to avoid vicious competition among taxi operators and protect consumers’ interest, the government should take measures to regulate taxi’s entry and fare. Operating cost is the most important basis when adjusting price, whether the operating cost is reasonable will have great influence. The way to work out the fare of taxi is as follows: The taxi proprietors calculate the standard fare reasonably according to the real operating cost and income. Then the standard fare is sent to the regional government organization for examination and implementation. However, when reviewing the taxi fare it arises all circles of different voices. It is because that in the process of calculating the cost, proprietors and the authority have different points of views in many ways of the evaluation. It’s very unreasonable that the examination of the twelve kinds of costs is determined by out-dated calculating formula and standards. Many cost are determined by multiplying a ration of other costs.

  This research is based on the taxi operators in Taipei. The objective is to find the unreasonable portions by examining cost-calculating formula, including fuel, lubricating oil, vehicle depreciation, tire expense, maintenance cost, driver’s wage, management, tax, insurance premium, incidental and so on. After acquiring all the data of taxi operation by question-areas and interviews, use statistics software “SPSS” to analysis the data by statistics means. In this case, we can check, calculate and work out a reasonable operating cost evaluation as reference adjusting taxi fare in the future.
