  The safety facilities for Hsuehshan Tunnel include mechanical and electrical installation, monitoring systems on the transportation condition, and evacuation exits for emergent events. Besides, another issue to be dealed with is how to control the cost of the safety facilities while improving the safety of Hsuehshan Tunnel. This study is based on the manager’s viewpoint to find out better solutions by means of risk management and the analysis of economic benefits over cost. In that way, risk-reduced programs can be enforced on the basis of objective quantification. This study tries to further understand the following three aspects: First, to realize the potential risks which may happen in Hsuehshan Tunnel. Second, to estimate the possible loss and cost. Third, to recommend the practical solutions that help reduce risks.   The propse three alternatives in this study are automatically technical-photographing, active image-monitoring, and police/fire brigades at both ends of tunnel. The analysed result shows that automatically technical-photographing against traffic violations independently is better than both automatically technical-photographing against traffic violations and acitve image-monitoring.
