  The National Freeway is the important , arterial transportation through north to south of Taiwan, the National Freeway No.3 began to construct in year 76, the Lung-Jing ~ Kuai-Guan section opened up at last in January year 93, after whole line opened up , it played the part of important transportation corridor of Nantou area, it is not only brought most people's convenient traffic but also promoted economy of Nantou County and prosperity of travel at the same time, also increasing the growing up of vehicle’s number, the Nantou City use Nantou interchange to join the National Freeway No.3, but because of the Nantou interchange is located at north area of Nantou City, the traffic of Nantou City must throw the Provincial Highway No. 3 to join the Nantou interchange, it caused some part main road and ramp of the Nantou section of National Freeway No.3 which used to be convenient are jammed in rush hour.   Therefore, for solving the traffic problem of the near area in Nantou City, making the Nantou living circle road system more perfection , it is necessary to make a review of the interchange system of Nantou section of National Freeway No.3, to estimate the Tsu-Tzu Bridge which is planning in Nantou City(across the Tsu-Tzu road and Hsin-Yi street), to join the National Freeway No.3 , the location of 228.5km set up the simple interchange, in order to increase the function of transportation of the Nantou life cycle , to make the situation of the traffic in Nantou County more perfection, the industries more vigorous. This research will estimate the economic benefits of the location of the interchange and the course, to proceed the benefit of engineering which quantifiable or not , in quantifiable part, B/C(Benefit-Cost Ratio), NPV(Net Present Value), but not quantification(land value, property value and commerce benefit)use more specific numbers to show as it possible, to proceed economic benefits analyze, understood economic benefits of those programs, analyzing the feasibility of the construction, use it to be the basis of increased program proposition for the engineering organization.
