  As in recent years with rapid economic development, highway mileage and the number of rapid growth, they have the conservation management and funding problems become pervasive in all parts of the country's problems.to deal with this problem, the authority has to make use of the limited resource to achieve most effective utilization through optimization management. Therefore, it is to be relied on a database system to do decision making that can provide completed information. Nevertheless, the related departments only hold a part of highway basic information, which is presented with character and written document style. Although some of the information is stored with computer file, it lacks of completed erection and fails to make integration effectively and to use common format to circulate. So, it is necessary to make improvement aggressively and effectively. The technique we use to erect database system is changing day by day. Government and academic departments are participating to study and bring up an effective erection that can solve the problem of the existing data unable to provide most update highway information. To erect an effective database that can promote budget execution and resource usage efficiency now becomes one of the first important key-point in the highway departments.   In the past, in the planning and design work of highway database, emphasis was put on quantity information such as data item、survey method、data format, however the attention was less given to the study on the graph quality information such as user’s demand. Although the current regulation requires that data item has to coincide with the field format, it is the primary concern that the content of database has to conform to user’s need and the application has to be reasonable and integrative. This study follows the idea of national territory information system and geographic information system (GIS)under the point of highway life cycle. The purpose of this study is to consider all the contents of highway affairs in the Directorate General of Highways(MOTC). We first gather information of database in the highway life cycle and classify the demand content and data item into appropriate groups. Then, we do system planning for the different data item of the highway database according to some subjects such as operation module、applied software、information management and update of which GIS is applied. Furthermore, the system model is to be erected through simulation that can demonstrate the primary function of this system in the future. Finally, guided suggestion for the future’s development trend will be presented which can provide the reference for the system management and design work of highway database in the future.
