In the development of the mass transportation system, the railway transportation will play an important role. For the railway transportation has many advantages such as high transportation capacity, better safety, and punctuation and so on. Although railway transportation has many advantages, but if an accident occurs, it would create tremendous fatality, injures, and property damages. Therefore, the daily routine track maintenance will play an important role in order to maintain the safety of railway operation. This study will review the present track maintenance system of Taiwan Railway Administration (TRA), and then try to implement the GPS, and GIS, and data base to improve the present track maintenance system by using the paper works. The positioning methods of GPS will select the single point positioning and Network Real-Time Kinematic (RTK), and surveying route will choose the track from Taichung Engineering Section to Tai-Yuan station about 4.2 kilometers. Meanwhile, in the 1:1000 digital map of Taichung City, we cut a width of 400 meters along tracks as the route corridor. Then we use the MapInfo software to mapping the surveying data from two surveys into the corridor, and to analyze the results. In addition, this study utilizes Visual Basic. NET to be the computer program language, and to use Microsoft Office Access to be database to construct the route management system of TRA. Furthermore, this study will combine mapping data with digital data, and those digital data were developed from the previous study. Therefore, the new route maintenance system will increase its functions. The results of this study show that surveying accuracy of Network RTK is better than the single point positioning, the average accuracy of network RTK is within 3.5 centimeters. Also, we use the surveying data from network RTK and mapping with the digital map of Taichung City, and we find the positioning locations will totally match with the locations of the digital map. Therefore, this study shows that implement GIS with GPS to construct the route maintenance system for TRA is feasible in technical point of view.
