       Refueling operation is an important part of airport operation. At present, most airports dispatch methods for aviation fuel vehicles based on manual experience, and lack of systematic optimal dispatching strategy, which occurs when flights take off and land with short time and high density. Due to the huge demand for refueling operations, if aviation fuel vehicles are not dispatched reasonably, effectively and appropriately, flight delays will be caused, and even more unnecessary losses will be caused. Due to the consideration of safety issues, passengers can only be guided to board the plane after the refueling operation is completed. In large airports, there will be different types of aircraft and different types of flights at the same time. The aircraft used for each flight The required refueling service time will also vary depending on the type, so the reasonable scheduling of aviation fuel vehicles is a very important part of the normal operation of subsequent ground operations. In order to solve the serious phenomenon of global warming, reducing gas emissions and saving energy consumption has become the focus of current and future policy planning in various countries. Taoyuan Airport is also committed to the development of green airports, looking forward to reducing landside emissions, carbon emissions from airport facilities, aviation fuel vehicles and other ground handling vehicles to achieve net zero carbon emissions by 2050. We use integer program and network flow techniques developing the model to reach the minimum of carbon emissions. We solve it by using the C++ to code the program and mathematical programming solver, CPLEX. Finally, we evaluate the performance of the model with reasonable and practical data given by aviation gas company in practice, conduct the sensitive analysis and situational analysis by different flight types, different vehicle numbers, different refueling operation numbers and situations. The results show that the model could be useful for aviation gas company in practice.
