| Summary | Besides the seafarer, tax payment and route, the capital cost burden of the vessel is also an important factor for the ROC ship owners to consider the flag of vessels. The establishment of "ship Purchase Roll-Over Fund" may encourage and help the carriers procure or purchase national-flagged vessels by way of using the fund circularly. In this study we examine the changes of operational environment of marine transport, the handicaps of flying the ROC flag, and the current policies about ship loan and the ship-building in the world. By referring to the experiences of major ship-building countries in providing subsidies to procure flag fleet, we proposed to establish a ship loan fund to solve the reflagging problem. |
