Summary The urban traffic control system (UTCS) of each domestic city has been established within the limit of different budget and city scale. However, due to the vendor’s proprietary design and the shortage of man power, these systems are difficult to maintain. In order to reduce the cost of repeated tendering and maintenance, it is necessary to develop the standard UTCS software. The standard software will be designed to meet all requirements of different city scale, provide the capability of extension, follow the standard center-to-field protocols and act as the fundamental of ITS.

This project will proceed stage by stage. The objective of current stage is to complete system analysis and design. The output of current stage will be used as the input of next programming stage. The work shall adapt the concept of open system and object-oriented technology. The scope of work includes:

(1) To analyze the current software and hardware architecture.

(2) To analyze the alternatives of hardware architecture.

(3) To analyze the alternatives of software development environment.

(4) To analyze and design the standard UTCS software.

(5) To design the traffic data exchange software.

This project delivers three reports which include:
