Title A Study on the Policy of Motorcycle Management in Taiwan Area

Summary In the past, motorcycles were regarded as transitional means of transportation before automobiles were widely used. The growth rate of motorcycles does not decrease year by year; instead, it increases slowly and steadily. Motorcycles in Taiwan are no longer just for transitional use. Yet, with the incorrect concept, the authorities have been ignoring the importance of parking, traveling, and safety issues about motorcycle management for a long time. The lack of a distinct traffic management policy has resulted in a worse situation - the more the amount of motorcycles increases, the more difficulty they can be managed. Hence, this study starts with the analysis of the amount changes of motorcycles in Taiwan. Then we explore the traffic problems caused by motorcycles. Finally, according to the necessity and feasibility of problem improvement, we suggest distinct short-term, mid-term, and long-term policy goals for motorcycle management. It is hoped that the suggestions of this study can provide the authorities valuable strategies for the implementation of motorcycle management.

The result of this study has been adopted by Ministry of Transportation and Communications (M.O.T.C.) According to the (White Book) for motorcycle management, formally issued by M.O.T.C. in August 1999, the local governments are going to implement some strategies to improve motorcycle problems.
