Title A Review and Amendment of the “ National Improving Road Traffic Order and Safety Plan (IRTOS) ”

Summary This study was accomplished by a collaborative team working through regular detailed discussions with project sponsors, various practical focus groups and experts. Substantial outcomes of this study included a comprehensive literature review of international road safety policies, strategies, a summary of national practical issues, vision of road traffic safety, and a series of plans for national road traffic safety enhancement strategies and implementation.
First, several international highway safety plans in the US, Japan, Australia and European nations were reviewed and compared with the National Improving Road Traffic Order and Safety Plan (IRTOS) and Road Safety Enhancement Action Plan (RSEA). A series of focus group meetings were held to gather diverse opinions and concerns from practical road safety planning, supervising, and implementation agents of central and local governments. Subjects discussed in these meetings focused on the criticism of the implementation, supervising, and evaluation systems of the previous IRTOS plans, and the integration of IRTOS and RSEA plans. These meetings generated numbers of essential issues, ideas and recommendations which were helpful to elaborate the next generation of IRTOS plans.
The research team was also involved in the inspection process of the IRTOS plan in 2014, to fully identify the practical issues of the implementation, planning, inspection, evaluation, and budget arrangements of the IRTOS plans in local governments. Diverse surveys about the concerns and issues from the stakeholders were collected during the visits to obtain the varied suggestions for the improvement of the RTOS plans.
Besides, a conference meeting, vision of “civilized transportation - to establish a compliance, comity, and justice transportation environment”, took place to gather opinions and suggestions from the public and experts. The key points of the conference included “Observing the law, Downshifting, and Safety”. Eight strategies were proposed and discussed: (1) building the base of traffic safety education; (2) stimulating the involvement from publics; (3) enhancing the compliance; (4) applying the advanced enforcement technologies; (5) improving the road geometry deployment for the right-of-way; (6) decreasing the travel speeds; (7) enhancing the driving capability; and (8) implementing the management for key vehicle types. The discussions covered the implement plans and methods of the proposed strategies. The conclusions then were used to elaborate the next generation (12th) of IROTS plan.
Through the processes described above, this study conducted several drafts of related IROTS plans. These drafts were then discussed and confirmed by the transportation safety agents of authorities and sponsors. Substantial plans included: “Year-end evaluation plan for RSEAP”, “National long-term plan of IRTOS”, the “12th plan of IROTS”, Budget subsidy plan for the implementation of IRTOS”, and “the performance monitoring and evaluation plan of IRTOS”. These plans will be the basisfor road traffic safety relevant units to fully improve the road traffic safety performance, and will create substantial benefits for road traffic safety.
