Summary Major Taiwan off-shore islands (including the Penghu Islands, Hsiao Liu Chiu, Orchid Island, Green Island, Kinmen and Matsu in this project), confined by the natural environment desperately rely upon the air and water transportation to reach Taiwan. However, with scenic beauty and little destruction, those off-shore islands have their own tourist resources and, therefore, have attracted a great number of tourists in recent years. The tourist activities have made the off-shore islands' transportation characteristics quite different from those in the Taiwan main island.

"The Concepts of the Transportation System Development for the Off-shore Islands of Taiwan Area" was written in 1993. Its data was collected in 1990, and so is outdated and unable to demonstrate the current development at the islands of Kinmen and Matsu, where civil activities are no longer under military supervision and tourism has been ongoing since 1992. Besides this, the first and the second terms of Integrated Transportation Planning in Taiwan Districts did not include these off-shore islands. Currently, the Institute of Transportation is starting the third term of "Integrated Transportation Planning in Taiwan Area". It is essential to refer to the current data of the transportation characteristics and traffic survey for these off-shore islands.
