Title A Study on the Normal of Review for the Traffic Impact Assessment of Site Development

Summary   In this study, we survey and analyze the experiences inforcing the Traffic Impact Assessment(TIA) of other countries, at the same time, introduce the relative experiences in our country . Secondly, we, from a technical aspect, assess the obstacles and faults lying in inforcing TIA in our country, then propose suggestions focusing on the basic factors in traffic impact assessing process. Thirdly, we investigate and discuss comprehensively the 17 relative laws and normal of review. Finally, we refer to the normal of review of other countries and relative studies in our country, then propose a sketch content of TIA and a list of review in order to be referred to by government agents and developers.

  Throughout this study, we find that although the normal and concept of TIA in our country is not complete perfect, a basic framework has been formed. However, some structures and laws still have to be established as soon as possible. In addition, basing on equity principle, we suggest that it is necessary to levy the traffic impact fee as one of the ways in controlling traffic impact. Besides, because the traffic impact assessing process involving lots of professional technics, we recommend that TIA projects should be handled or reviewd by traffic engineers in order to promote the quality of these projects.
