Summary

  Due to the fast expansion of the domestic economy and the increase of construction, the use of self-powered engineering vehicles—mobile cranes— grows. It is obvious that since those engineering vehicles are free to move on public road systems, the road traffic safety and public safety would be seriously threatened by those vehicles. Hence, the objective of this research is how to implement and set up systematized traffic safety regulations and standards. Moreover, this study is also aimed at analyzing the current usage circumstance of mobile cranes and investigating the occurrence of potential management problems in the future.

  In order to accomplish the objective of this study, the managing methods and regulations for mobile cranes are reviewed. The most important questions needed to be answered are the questions related to import regulations, vehicle specifications, inspection standards, and temporary driving permit applications and approvals. The problems of speed limits, insurance, license control, and vehicle maintenance/inspection are also considered and analyzed.

  In this study, the problems of mobile cranes related to road traffic safety, license control, and control administration, etc. are fully discussed. The solutions of the problems between administration departments and mobile crane owners are obtained through discussions with experts and owners. Meanwhile, based on the results of analyzing the existing traffic laws and documents related to mobile cranes, executable methods, important conclusions and suggestions are provided by this study.
