Title Port Integrated Developing Planning of the Taiwan District and the Study of Development in the Future

Summary   In order to develop Taiwan into a Hub Port, this study proposes some plans for port development, based on the analylses of each port's function and characteristics - its strengths, weaknesses, opportunities, and threats.

  For integrated port development, this study suggests that the enforcement of policies for port operation, privatization, liberalization, and computerization should be expedited, so that the efficiency of terminal operation and administration can be increased and a modern port management system can then be established, and finally, our competibility in international marine transportation can be improved. Inside the harbor or surrounding area, development of value-added products and a logistic center are recommended to grasp cargo source and economic benefits. Promotion of coastal shipping, intermodal transport system and teleport should be done to fully perform the integrated functions among different ports.

  As for each port, Keelung Port should, at the first priority, serve the container shipping companies' needs, that is, to expand the outer sea wharves extension construction so as to become an assistant HUB port. Kaohsiung Port should expand deep-water wharves of container ships to accommadate the enlargement of the container vessel, and meanwhile, relocate the existing professional-use berths to develop into a HUB port. Within its spacious harbor area, Taichung Port should set up an industrial zone to unite large enterprises so that cargo sources and value-added can be increased. Hualien Port needs to improve its outer-breakwater to provide good port cargo throughput of the whole eastern area.

  If all ports' future plans and the integrated port development can be done by time, then the effects will be great. Taiwan's ports will be able to serve as a Hub Port and as a good basis for the Asian-Pacific Operation Center.
