Title Review of the Implementation Performance of Subsidy on Public Transportation Sectors in the Fiscal Year 1997

Summary To improve the quality of life for the residents on isolated islands and in suburban areas, and to provide them with basic public transportation service, the mechanism of subsidy on public transportation sectors has been incorporated in the "Alternatives for the Promotion of the Development of Public Transportation Sectors," which is a 5-year project planned by Ministry of Transportation and Communications and approved by the Executive Yuan in 1995. The subsidy scheme started its first-year implementation in the fiscal year 1997 when both the central and local governments initiated their budgets in this regard. This is a critical step for the onset of subsidy in Taiwan.

As it is the first time to implement the subsidy program in Taiwan, the settings in both administrative and technical aspects are hard to prepare. Therefore, this study aims to investigate and evaluate the implementation performances of the subsidy program in the fiscal year 1997. By interviewing the related authorities, bus companies and field investigations of the sampled subsidized routes, the existing problems and deficiencies of the program in view of administrations, subsidy thresholds, and services of the subsidized routes are discovered and the improvement directions are proposed accordingly and can be taken into account in further revision of the subsidy scheme in the future.
