  In recent years, increasing trips to/from CKS International Airport and commuter trips to/from the Ta-Yuan and Kuan-In Industry Zones have led to some connection roads to the CKS becoming seriously congested during the peak-hour periods. This phenomenon is especially most obvious on the County Highway No.100 near Ta-Yuan Interchange and on Provincial Highway No.4, and consequently the accessibility to/from CKS International Airport is gradually influenced.

  In order to fulfill the necessity of developing CKS International Airport into an Asia-Pacific Air Transportation Center, it is important and urgent to promote the connecting transportation system there. First of all, this study reviewed and analyzed the present and future transportation demand in the vicinity of the airport. Then, based on the analysis, some short-, medial- and long-term improvement schemes on highway, railway and aviation systems were proposed. Among these, the improvement of the County Highway No.110 near Ta-Yuan Interchange is the most urgent, which comprises to better the signal facilities, improve the roadway separation barriers, and widen the existing road. On the other hand, this study also suggested that the ratified plans, such as the High Speed Rail, Tau-Yuan Circular Line of the Northern Second Freeway, Ba-Li Shin-Dan Line and Kuan-In Ta-Si Line of the East-West Expressway, and the West Coast Expressway, can be implemented and completed on schedule.
