Summary The original navigating vessels must change the route because of the development of offshore wind power as the wind power areas will occupy a part of the coastal waters. Also, with the increase number of vessels in construction and operation, the risk of accidents at sea will increase. Therefore, it is necessary to plan an appropriate ship route and establish a complete navigation safety system. By combining information of sea weather and vessel activity, this system will be able to implement supervision and management in navigation safety. When a marine accident occurs, it can also provide marine accident rescue and shipwreck analysis. In addition, a large number of wind turbine structures will affect water behavior, which may cause changes in the nearshore environment. The maintenance and safety of the wind turbine structures affect the cost of operation and the safety of navigation. Due to the special conditions of sea weather in Taiwan, it is necessary to establish localized plans for the maintenance and management of offshore wind power.
The objectives of this study are navigation safety, environmental conservation and industrial development. The target area of this study includes offshore wind farms and their home port. The site observations and research on sea information, ship information, and underwater technology of offshore wind power development are carried out in this study. The methods include on-site investigation, hydraulic model test, numerical model simulation, and setting vessels monitoring system. The above information of observation will be collected and analyzed, and the technical plan manual
will be proposed for practice application. This is the first year of the four-year project. The main work includes literature review, observations system setup plan, and data analysis. The results can be taken as reference by government institutions and private sectors, including the Ministry of Transportation and Communication, the Ministry of Economic Affairs, Ocean Affair Council, Port authority, consultant and development incorporations in vessels navigation, marine accident rescue, shipwreck evaluation, maintenance of wind turbine.
