  The study is conducted according to the Vice Minister’s (MOTC) assignments respectively on October 9, 1995 and January 9, 1996. The assignments are in response to citizens’ complaints regarding the parking problems and the problems related to taxi service around Kaohsiung International Airport and the Taipei Sung-Shang International Airport. To understand the problems, investigation teams have visited both airports and improvements have been suggested according to the investigation results and the extensive discussions among the team members.

  The traffic problem at Taipei Sung-Shang International Airport is mainly related to the taxi service. Improvement suggestions for this special case are to relocate the physical barriers in front of the terminal, to move forward the reserved boarding space for airport taxis, and to redesign traffic signs and signals. Expected benefits include: (1) enhancing the efficiency of the space utilization in front of the terminal, (2) reducing the occurrences of city taxis violating the parking regulations, (3) minimizing the chance of crossing traffic and improving traffic situation, and (4) enhancing the safety of pedestrian passengers.

  The traffic problem of the Kaohsiung International Airport is a serious situation regarding illegal parking around the airport. By analyzing the parking turnover rate, the rate of average parking lot usage, and the parking fee, it is concluded that it is unlikely to improve the situation by only adjusting the policy of parking fee collection. To improve the situation, in the short term, it is necessary to improve the designs of bus routes and schedules, to install new parking lot indication signs and a parking information system, and to increase the parking fee for roadside parking around the terminal and the park near the airport. In the long term, it is suggested that the Civil Aeronautical Administration can complete the construction of a new parking lot at the second terminal as soon as possible, and the Kaohsiung Municipal Government can start the parking garage construction plan at the park near the airport.
