Summary

       The Ministry of Transportation proposed the "Island-wide Bicycle Path Upgrade and Diversified Route Integration Promotion Plan" in accordance with the instructions from the Executive Yuan. The plan was approved by the Executive Yuan on May 21, 2021, with the project schedule extended until 2024, and the total budget adjusted from 4 years and 16 billion NTD to 5 years and 28 billion NTD. The aim is to use the Island-wide road network completed from 2009 to 2018 as the main road network, integrate with the national scenic areas and local government's tourist attractions, and plan a comprehensive and diversified road network. Additionally, the plan includes the implementation of connecting routes to close existing gaps in the bicycle path, creating a higher-quality cycling route.An implementation project of upgrading and diversifying island round cycling routes, conducted by the Ministry of Transportation and Communication (MOTC) from 2020 to 2023 has been approved on October 1st of 2019 by Executive Yuan. The amended project, with an extended duration to 2024 and an additional 2.8 billion NT dollars budget, was approved on May 21st of 2021. Based on the island round cycling routes implemented from 2009 to 2018, the object of this plan was to integrate cycling routes that reach national scenic areas and tourist attractions or sightseeing spots promoted by local administrations. While the target outcome of the amendment project was to plan seamless cycling routes to link up with existing diversified cycling routes.

       A preliminary study of upgrading and diversifying island round cycling routes, conducted by the Ministry of Transportation and Communication (MOTC), has been accomplished in 2019. The project's first phase has been implemented, including 16 diversified leisure routes, 5 local characteristic routes, and 5 cross-the-ridge challenged routes. The duration of the amended project was five (5) years. MOTC has published “An Integrated Technical Planning and Evaluation of Upgrading and Diversifying Island Round Cycling Routes(I)”, which confirmed consolidation and diversified items of island round cycling routes in 2020. Follow-up plans (II, III, IV) will be carried out over three years (from 2021 to 2023), under the supervision of “Cycling Network Implement Project Supervision Team, MOTC”. MOTC has approved “An Integrated Technical Planning and Evaluation of Upgrading and Diversifying Island Round Cycling Routes(I)” in 2021. This report was the follow-up plan for 2022. The output will be a baseline for the Directorate General of Highways and Tourism Bureau in a consistent and timely manner to track their progress and drive the action item to resolution
