Summary

       An implementation project for upgrading and diversifying island-round cycling routes, conducted by the Ministry of Transportation and Communication (MOTC) from 2020 to 2023 was approved on October 1, 2019 by the Executive Yuan. Based on the island round cycling routes implemented from 2009 to 2018, the object of this plan focused on the integration of cycling routes reaching the national scenic area and tourist attractions or sightseeing spots promoted by local administrations, implementation of biker-friendly infrastructures, and building up a great cycling country in Taiwan. Furthermore, on February 3, 2021, the Secretary-General of the Executive Yuan, during the "National Bicycle Route Interconnection and Optimization Project" meeting, resolved to incorporate the tasks of the "Upgrading of Round-Island Bicycle Paths and Integration of Diverse Routes Project" into the inventory of regional interconnection projects in the northern, central, southern, and eastern areas. The implementation period was extended to 2024, with an additional budget of 1.2 billion NT dollars. This extension encompasses related optimization and linkage projects, aiming to make Taiwan a more bicycle-friendly island.

      MOTC published “An Integrated Technical Planning and Evaluation of Upgrading and Diversifying Island Round Cycling Routes (I)”, which confirmed consolidation and diversification items of island round cycling routes in 2020. Adjustments were made to accommodate planning considerations for 2021 to 2023. In 2021, this project collaborated with the Ministry of Transportation's "Bicycle Network Construction Project Supervision Team" and various supervisory units to optimize and execute projects related to the round-island bicycle network. The routes were reviewed and adjusted, providing improvement suggestions for completed routes in 2021. Notably, the diversified bicycle routes, originally planned for 2021 to 2023, were completed ahead of schedule in 2021. Additionally, in response to the Executive Yuan's directive, well-received routes were connected, and linkage points were integrated, planning them as alternative routes for the round-island journey. These initiatives were incorporated into the "Upgrading of Round-Island Bicycle Paths and Integration of Diverse Routes Project" amendment.

       Based on the planned bicycle routes, facility planning has been undertaken. From 2020 to 2021, 16 diversified bicycle routes have seen the addition of 139 new supply stations. For 2022 to 2023, in conjunction with adjustments and optimization of supply stations along the round-island routes, an estimated 15 new supply stations will be added. Furthermore, with the addition of connected routes, an additional 56 supply stations are anticipated to be established, bringing the projected total to 504 supply stations by 2023.
