Summary

        Taiwan is about to enter an ultra-aging society, leading to an increasing demand for point-to-point barrier-free transportation services. In 2019, our institute implemented the "Trial and Promotion of Reservation-based Universal Taxi Transportation Service" project. This project comprehensively reviewed the domestic operation environment of universal (barrier-free) taxis and established the "Love Shuttle" service brand. We collaborated with the municipal governments of Taipei City, New Taipei City, Taoyuan City, and Taichung City, promoting the universal taxi contract system. The service has been steadily and orderly, popular with the disabled and affirmed, in order to continue to expand the effectiveness of the case, there are still relevant resources to facilitate more county and municipal government input and participation. This year's research plan, in addition to cross-ministerial cooperation strategy planning and implementation, is expected to introduce the special system into Tainan City, Kaohsiung City and other two cities (preliminary selection of Keelung City, Hsinchu City and other counties and cities) for trial operation and will work closely with the Ministry of Education, the Ministry of Health, local governments, taxi teams and other issues to help solve the physical and mental disabilities and mobility problems of people with daily transportation needs. Make the general taxi contract system the norm, in order to achieve the 2020 Transport Policy White Paper, Urban Transport Policy IV, Strategy 17 "Caring for taxi drivers and encouraging investment in general taxi" action plan "introducing the general taxi contract system".
