       To observe the wave overtopping and runup at the coastal road and port area, an image recognition technology for a webcam is developed in this project. The project has four phases. In the first year, the development of a “non-learning” image recognition technology is the primary work. The technology is established through image input, image enhancement, image segmentation, and water line detection. The daily images at Provincial Highway No. 11 in Hualien are utilized to develop the image recognition technology for wave overtopping. The developed technology is validated by human judgement, runup gauge, and forecasting system. The results show that the water line and runup height determined by image recognition are effective. The achievement in this project can be used as the basis for the automated image recognition system in the future.
