Summary
        This study, based on the 2020 white paper of transportation policy of government, is to improve drivers’ driving capability and related issues including training, license testing, and on-road management.
        Through literature review and analysis, this study plans to identify the existing problems of traffic safety and recommends policy modification and management to solve them by using strategies being used internationally. On the other hand, conducting big data analysis on the incident data and DMV data, this study tries to identify pattern and characteristic of problems in driver training, license testing and management, and to profile drivers’ behavior.
        Furthermore, to link safety problems and specific driver groups as the basis for improvement.
Competent authority interviews and expert seminars were held to collect information such as related problems, opinions, suggestions, law amending, …, etc. on focus groups including inexperienced drivers, senior drivers, recidivisms, driving without permits in order to improve on-road driving safety.
According to literature and analysis results of incident data, motorcycle-involved events are about 90% of total traffic incidents and the training and license testing of motorcycle drivers is not thoroughly established. Hence this study focuses on issues of motorcycles and their drivers, develops short term to long term strategies to improve the current situation, related safety management, and amend governing laws. The ultimate goal is achieve overall roadway safety and reduce traffic incident fatality.
