       One of Taiwan's major issues is the safety of road intersections as these intersections have an impact on people's lives, possessions, and right to travel. In addition significant social costs are generated in the event of accidents. The MOTC hence carries out the annual Project for the Improvement of Accident-Prone Road Sections as reactive correction of these sections. Proactive measures such as safety auditions and inspections must be established to further improve the commitment to road safety.
       The goal of this project is to develop a prototype safety checklist for intersections which are prone to accidents by reviewing domestic and international literature on the Road Safety Audit (RSA) and Road Safety Inspection (RSI) regulations. In addition, the checklist also incorporates knowledge gained from previous safety improvement projects, advice from experts amongst consultants,
academia, the government, and input from road users of these intersections. The checklist serves as a foundation for future RSA, RSI regulations and practices, as well as serve as a reference tool for examining and correcting potentially accident-prone crossings.
