The Taipei City Mass Rapid Transit (MRT) System has been in operation since 1996, and the network of MRT has been formed with more routes being operated, which changed the development of Taipei Metropolitan area and urban landscape. Other metropolitan areas in Taiwan also developed their own MRT systems afterwards, such as Kaohsiung MRT opened to traffic in 2008, Taoyuan Airport MRT opened to traffic in 2017 and Taichung MRT also opened to traffic for operation in 2021.
According to the " Directions for Application and Review of Plans for Mass Rapid Transit System Construction
Projects & Development of Adjacent Land" promulgated and revised by the Ministry of Transportation and Communications in 2018, it is clearly stipulated that the local competent authority should complete the operatingprocedures for the Urban Development Planning and Comprehensive Transportation Planning before conducting thefeasibility study of any Mass Rapid Transit System Construction, and submit the Mass Rapid Transit System Overall Network Evaluation Planning Report to the Ministry of Transportation and Communications for review. In order to allow the local government to have the basis to manage the MRT overall Network Planning, and capable of conducting the overall consideration and evaluation, this Project summarizes the operation process and evaluation guidelines of Mass Rapid Transit Network through the review and discussion of literatures and cases, to compile the Rapid Transit Network Planning Design Manual that suitable for the current state of our country, to facilitate the promotion and review of subsequent MRT Projects.
This Project is in the second year (2020) of the implementation phase; the “Rapid Transit Network Planning Manual” drafted at the beginning of the previous year has been revised and improved based on the discussion in several meetings and symposiums, and proposed the reviewing items and evaluation indicators of the Rapid Transit Network Planning Report as well as the public transportation alternatives and the transportation demand developing strategies. Furthermore, this Project also provides recommendations for the future revision of the " Directions for
Application and Review of Plans for Mass Rapid Transit System Construction Projects & Development of Adjacent Land" and the "Checklist for the Overall Network Evaluation Planning Report of the Mass Rapid Transit System Proposed by the Local Competent Authority", so that this Project can help the planning and reviewing process of Rapid Transit Network becomes more feasible in practice. |
