Summary

       The pilotage operation relates to not only the safety of channel and navigation, but also the rights and interests of the shipowner, the captain and the crew, protection of the ocean environment, competition of the ports, and execution of the public authorities. Therefore, every maritime country values the improvement of the pilotage system. In order to match the international trends and enhance the port efficiency, the main purpose of this project is to comprehend and review our existing pilotage system comprehensively, by aggregating and comparing other Asian countries’ conditions; to search how to strengthen our pilotage system, amend the law and suggest some relevant measures for reference to relevant units. As for the importance of the intelligent pilot system to pilotage operation, we will also summarize and analyze the disadvantages and advantages of navigation system from nearby countries. After comparing with our own, some valuable suggestions will be submitted to improve the existing intelligent pilot age system in Taiwan. The first priority of intelligent pilotage system studied in the present project is to assist the pilotage operation, then incorporating with vessel traffic service (VTS) to integrate the harbor facilities and environment information to provide the further service of navigation reference information, alerting and warning. The final goal is to promote the operation efficiency and navigation safety of the harbor.
