Summary Designated driving services (DDS) are one method of reducing the risk of intoxicated drivers attempting to drive back home themselves. Although DDS have been implemented for many years around the world, only Japan and Canada have legalized DDS management so far. Most other countries do not have well-defined official standards which leads to price competition and poor service quality. In order to protect the rights of those involved, and ensure the life and property safety of both customers and designated drivers, a fair and objective DDS management system must be established in advance. The purpose of this study is to create an objective DDS management system suitable for the road environment in Taiwan. Inspiration is taken from the implementation experience, effects, and legalization of DDS systems in various countries, including field visits to Japan and South Korea. An official DDS management system is proposed based on the current issues and demands of the DDS market, including opinions from the DDS industry, authorities, and civil society. The proposed legalization of a DDS management system includes amendments to the Highway Act and a draft of “Regulations for Designated Driving Service Industry Management.” These regulations cover driving licenses, driver qualifications, charging standards, insurance requirements, and related support measures. The results of this study can be used as a reference to the amendment of regulations and policies for promoting road safety.
