| Summary | This study analyzes and discusses the cost-revenue characteristics and influencing factors of toll for the freeway system in Taiwan. Based on alternative toll collection methods and toll schemes, we propose several toll formulas and make trial calculations. It is found that the derived toll rate of the small vehicles is lightly higher than the current one while that of the large vehicles is much higher, which indicates that the current toll rate of large vehicles is too low. Besides, in order to avoid too much increment in each time of toll adjustment, we suggest to establish a freeway fund to act as a stabilizing mechanism. In the last, a draft of "freeway toll collection regulations" is proposed for reference by the competent authorities. |
