　　As freeway mainline toll plaza would cause significant impacts on freeway traffic operations, the THCM –Part II Chapter 5 in 1991 contained much content of discussing the analytical method of capacity and level-of-service analysis for mainline toll plaza. However, as the analytical methods lack the capability to well describe the actual traffic dynamics, its application is greatly restricted. To contend with this drawback, this study proposed a simulation-based methodology and developed the Toll Plaza Simulation(TPS) model. Based on this model, then both manual and simulation approach for planning and operational analyses are proposed.
