| Summary | Accompanied with the rapid urban development, the freight transport has caused traffic problems. We can use the strategies of Transportation System Management (TSM) to cope with the freight transportation problems. On the other hand, it is necessary to integrate the freight transport system into the transportation system planning, such as providing transshipment terminals to reshape the truck traffic patterns and improve the level of service of road systems. This project is a follow-up study of (the Feasibility Study of Freight Transshipment Centers in Taiwan) of our institute. To promote a demonstration plan in the short term in Taipei Metropolitan Area (TMA), the development requirements of transshipment centers in TMA are investigated. The requirements are derived from the analyses of the characteristics of TMA’s transportation system, the needs of motor carriers, and the land availability in TMA, etc. Moreover, we have made some suggestions on the update of relevant laws and regulations and proposed some strategies to develop and operate the transshipment centers smoothly. After comprehensive assessment, four sites are evaluated as feasible for development and one of them is further selected as the first priority for demonstration. A sketch planning of the development, operation, and management of the site for demonstration is proposed in the last. |
