Summary

  The estimate of urban arterial travel time and delay is critical to the analysis of urban roadway capacity and level of service. At present, the estimate method in the 1985 Highway Capacity Manual (HCM) of USA is widely used in Taiwan. However, as the traffic characteristics of urban arterials in the USA are much different from those in Taiwan, the estimate method in the HCM of the USA should not be unconditionally applied in Taiwan. Consequently, there is a need to investigate the traffic characteristics of urban arterials in Taiwan and develop the appropriate estimate method. To achieve this, the I.O.T. has initiated a two-phase study. In the first phase, the traffic characteristics of urban arterials were collected, including free flow speed, travel time in the acceleration zone, travel time in the study zone, stopped delay, and total travel time. In the second phase, a travel time/delay estimate model will be developed based on the results derived from the phase-I study.

  This report presents the findings of the phase-I study.
