Title Study on the Cause Factors Analysis and Establishment of Investigation Mechanism for Aviation Accidents

Summary   Aviation safety has been one of the most issues of air transport since the aviation development began to grow dramatically in the past decade in Taiwan area.

  Improving aviation safety to pursuit zero accident rate has always been the main objective for the public and private sector. The factors relevant to flight, operation, and maintenance, the airline management, even the aircraft manufacture have some influences on the flight safety. The cause factors analysis for accident is the most concern for the public.

  In the case of aviation accident, we often need foreign experts to assist us to investigate it and send cabin voice recorder and digital flight data recorder outside to analyze. Currently, the Legislative Yuan has passed for the first stage to establish an new mechanism to handle aviation accident investigation work. The structure and staff recruit of it are the emergent issues.

  The purpose of this study is, on one hand. To survey the cause factors of worldwide and local aviation accidents in order to propose the strategies to prevent it, and on the other hand, to propose the short-term, mid-term and long-term development plan for the new mechanism.

  The main contents of this study include:

  1. to survey the theories relevent to cause factors of flight safety,
  2. to analyze the statistics of worldwide and local major aviation accidents,
  3. to review the investigation mechanism of foreign countries,
  4. to propose the development strategies for the new mechanism, and
  5. to propose the strategies to improve our current aviation safety.
