| Summary | The purpose of conducting electronic task of transportation and communication affairs is to establish an interactive system utilizing information and communication technologies to link the government, the public, and relevant information together for more convenient services while retrieving the information by the public at anytime and anywhere. The draw-up of the White Book will provide the basic guidelines in conducting electronic task and serve the action plan at each implementation stage. The objectives of deploying electronic task are summarized as follows: (1)providing more convenient and efficient information and communication services and access; (2)promoting the public with high service quality; (3)enhancing the administrative efficiency and reducing operational cost. After achieving the objectives stated above, the Ministry will become modernized with convenience, integration and efficiency. The implementation strategies are based on four principles: (1)serving the public needs and coordinating the national development; (2)prevailing the Internet services and providing on-line services; (3)promoting technology application and reengineering the procedures; (4)providing multiple-channels and user-friendly media. Taking the characteristics of rapid changing technology environment into considerations, the implementation schedule is planned as short-, mid- and long-terms. According to the scope of transportation and communication affairs, all the strategies and actions are divided by all the sub-sectors as highway, railway, aviation, maritime, weather services, tourism, post and telecommunications. |
