Title The Freeway High-Occupancy-Vehicle (HOV) Control Strategy Study

Summary   Unlike traditional High-Occupancy-Vehicle (HOV) control strategy studies, the study has classified this special freeway management strategy into Short Term strategy and Long-Term strategy. Both strategies are possible to be employed on the freeway system in Taiwan in the near future. Therefore, the true situations on the freeways are used to ezamine the feasibility for both strategies. The study has found that both strategies have their special concerns in application. Therefore, it may not be feasible to use either one strategy to deal with all kinds of congestion situation happened on the freeways today. The study has identified certain criteria which can be used to determine which strategy is better than another in dealing with some special problems on the freeway.

  Some important design features for the two different strategies have also been recommended. Those recommendations are learned from some existing references or suggested by the study basing on some special concerns related to the domestic traffic and environment conditions. However, those recommendations are more like a guideline and final recommendations specifically for some engineering design features needed to be determined by system managers and freeway engineers. It needs to be understood that HOV control is usually implemented on freeways which are already exist. Therefore, its implementation needs to consider many existing constraints. All the recommendations made by this study need to be justified in order to well fit in the real world situation. Hopefully, the findings of this study can provide valuable experience and recommendations for future development of the concept of freeway HOV control in Taiwan.
