| Summary | Due to financial deficit, Chi-Chi rail line is one of the branch lines to be closed. With a lot of attractions along the railway, it is possible to develop Chi-Chi branch railway into a sightseeing railway. By taking the distribution of attractions along the railway and the existing land-use pattern into account, this study has made a development plan and proposed six operational scenarios. Both the strengths and weaknesses as well as financial characteristics of these scenarios are analyzed so that they can be used for future reference. The results show that the scenario of vertical separation (namely, the public sector being responsible for the infrastructures and the private sector being responsible for the operations) under the integrated development situation has the highest self-liquidating ratio and the best debt redemption ability for the private sector. However, if the scope of development and operation could be further expanded, the scenario of private operation with integrated development would be worthy of consideration, too. |
