Summary This manual describes major traffic flow characteristics of freeway basic sections and a methodology for capacity and level-of-service analysis of such sections. The methodology recommended in this manual can be used for both planning analysis and operational analysis. Example applications of this methodology are included. The recommended methodology uses space-mean speed to classify qualities of service into six categories. Its application requires that traffic lanes of a basic section be separated into inside lanes and outside lanes for disaggregated analysis. This requirement is prompted by the fact that the operating characteristics of inside lanes differ significantly from those of outside lanes. Field data available to the development of the recommend methodology are limited. For future revision of this methodology, efforts should be made to improve current understandings of lane distribution of traffic demand, relationships between speed and flow rate on grades, and the acceleration and deceleration characteristics of vehicles on grades.
