Summary The trucking industry carrying 95% of the land-based freights in Taiwan is the foundation of the logistics service industry and economic development. There is a critical need to follow the international trend to develop innovative and flexible operational model, such as the Performance-based Logistics model (PBL), that the leading countries or regions are adopting to raise the fleet operational performance and truck driving safety, and also improve the overall operational costs of the trucking firms and their truck suppliers.
This study first reviewed systematically the literature of the performance-based logistics (PBL) and contracts relevant to this study, followed by an in-depth survey and visit of a selected group of the trucking firms and international truck suppliers to understand the current business status and challenges, and also their views regarding the introduction of the PBL model to Taiwan’s trucking industry. With the understanding of the current local and global situation, the research team conducted a strategic feasibility analysis toward the adoption of the PBL model in Taiwan’s trucking industry, resulting in a positive assessment. Thereafter, the business and regulatory requirements, the possible hindrances to be overcome and the potential sustainable benefits are investigated. In particular, the tractor sector is further explored quantitatively and qualitatively to investigate the impact on the economic, environmental and social dimensions due to the PBL introduction.
With the previous research output as the basis, the critical legal aspects relevant to the trucking PBL model introduction are reviewed, and suggestions on regulation amendment are provided. Furthermore, the ideal industry framework and blueprint for the trucking PBL model introduction is configured, including the reinvented truck supply chain, the infrastructure requirements, and the regulatory amendment requirements that may lead to the operational and sustainable performances of the truck fleets. The blueprint can serve as the reference for future policy planning and implementation when the PBL model is introduced to Taiwan’s trucking industry.
