Title Traffic Impact Analysis on Shunting Improvement of Southbound Exit Ramp of Zhonghe Interchange of Formosa Freeway

Summary Zhonghe Interchange of Formosa Freeway is the most important access to Zhonghe District and Highway 64. However, at presentthe service capacity of the Zhonghe Interchange has become saturated. Due to the limitation of the ramp type and the surrounding environment, the improvement of the project is not easy. Coupled with the complicated operation of the road traffic convergence in the neighboring places and the worsening of traffic interlacing after the opening of the Highway 64, traffic jam in the connecting roads and ramp traffics back to the main Formasa Freeway has become the norm, which significantly affected the overall service level and is in urgent need of improvement.
In order to improve the traffic congestion of Zhonghe Interchange, the Freeway Bureau, MOTC. has implemented a number of traffic engineering improvements and traffic management measures over the years. The Transportation Department of New Taipei City Government also plans to add southbound and northbound interchange ramps which are expected to disperse traffic and reduce the burden on the interchange. Additionally, in order to assist the Transportation Department of New Taipei City Government to find other possible solutions, we proposed shunting improvement of southbound exit ramp of Zhonghe interchange of the Formosa Freeway, according to the results of the meeting on March 22, 2016 and the survey conducted on April 27, 2016. To confirm the effectiveness of the concepts of above programs and to compare with the alternatives proposed by the New Taipei City Government Department of Transportation, this study not only conducted analysis on the supply and demand of transportation around the interchange area, but also used traffic flow simulation software VISSIM to conduct traffic impact analysis on major road sections and junctions.
The results of the simulation analysis from the this study showed that the proposed improvement plan cannot effectively improve the total traffic delay in the Zhonghe Interchange and the surrounding areas under scenario 1 and scenario 2; even the improvement to the total delay in scenario 3 was only 3.8%. However, the diversion of traffic flow from the South Outlet to the Highway 64 (Banqiao) and Zhonghe Zhongshan Road will have positive significance in reducing the traffic conflicts between the southbound and northbound ramps. The results of this study can assist the Transportation Department of New Taipei City Government in reviewing the status quo and possible future traffic problems, and provide a reference for the improvement of the traffic in the interchange.
