Summary The Institute of Transportation (IOT), MOTC, has developed a “Decision Support System for Scanning Public Transit Service Gaps” (DSS) to assist government authorities to objectively recognize the bus service gaps as well as to assess the effects of adjusting transportation resources allocation. It is effective in eliminating blind spots due to insufficient information of government authorities who rely on rules of thumb in the past. Consequently, the supply of public transport services will be more in line with the demand of the public. In order to strengthen the function of DSS, this project take Keelung city as a case study to establish the origin-destination matrix of work, medical, and school trips by applying the insurance and medical database from the National Health Insurance Administration, Ministry of Health and Welfare, and the student database from senior high schools. Integrating the related trip origin-destination matrix, the related social and economic information, and public transit routes distribution information will be useful to find potential bus riders. Besides, this project added some functions of DSS to meet the user’s need; for example, visualizing the analysis output of DSS as 3D images and building a knowledge base to evaluate the proposed improvement program.
