Title Study on the Establishment of Performance Indices and Monitoring System for Urban Transportation

Summary Due to the lack of objective evaluating criteria to examine the urban transportation system service efficiency and it's direct impact to the environment, it is hard to know whether the achievement of that mass investment would meet the initial planning concepts or not. Therefore, it is necessary to establish objective performance indices to provide a comprehensive understanding of operating problems and to monitor and manage urban transportation system.

In view of this, the study is designated to:

1) establish Urban Transportation Performance Monitoring System gradually.

2) institute the urban transportation performance indices.

3) specify the periodical information resources and data collection method of urban transportation performance indices.

The procedure of choosing performance indices is described in Chapter Three. For fairness and objectivity, this project adopted major results from questionnaires, interviews of authorities and professional symposiums. Finally, ten performance indices for public transportation system, four for urban road system, five for parking system and five for pedestrian system were suggested.

The data collection plan is specified in Chapter Four, including the index definition, measure units, functions, data required, measuring methods and the estimated cost of implementation to provide references when implementing the urban transportation performance evaluation. Chapter Five provides descriptions of the periodical monitoring system, including the urban classification, suggested performance indices for different levels of urban, the needed organizations framework and operational procedures.
