Summary Opening the domestic market of motorcycles with engines larger than 150cc has been requested by members of the World Trade Organization (WTO) during the bi-lateral negotiation for our nation’s membership application inspection. The objectives of this study are to examine the possible impacts following the market opening and to identify the necessary justifications to relieve those impacts.

To evaluate the level of impacts, the study has conducted a user attitude survey. By this survey, interesting characteristics for people with stronger preference for this new modal of motorcycle will be understood. The understanding of these character-istics will be helpful for the justification the possible impacts after their joining the traffic. According to the discussions of this study, the possible major traffic impacts are expected to happen in three aspects, which are driving behavior, traffic safety, and street traffic condition. To relieve those impacts, the study has proposed strategies under five different categories, which are license regulation, vehicle inspection, traffic rules, roadway engineering and facilities, and other related issues. Hopefully, the findings and suggestions made in this study can be useful for the government to make necessary preparations before approving this special kind of motorcycles to be used on streets.
