Title | Evaluating the Institutional Alternatives for Traffic Accident Adjudication |
Author | Hsin-Li Chang, Tse-Ping Chang |
Summary | This study is undertaken to evaluate the Institutional Alternatives for traffic accident adjudication. Five alternatives are developed and evaluated based on the hierarchical evaluation structure of the institutional design for traffic accident adjudication. The Analytic Hierarchical Process (AHP) is employed to compute the weights for decision targets and evaluation criteria, and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is then used to evaluate the ranking of various alternatives. The results indicate that providing the accident adjudication service by both government institutions and private agents is the best alternative among the five candidates. The second best alternative is to assign the adjudication task to the police. The third alternative is to assign the adjudication work to a non-profit organization. |
