Summary | In recent years, the cruise market multiplies in the tourism industry of Taiwan, and many berthing conflicts result from the process of allocation. The cruise ship berthing allocation is different from general berthing planning of containers, which demands the significant factors such as the particular time slot of shore excursion and cruise lines’ preferences. Therefore, considering both port authority and cruise lines’ most significant benefits, this study attempts to construct a model which is based on the characteristics of cruise ship berthing allocation and the ship declaration process, to find out the ultimate solution satisfying both sides. The separate model can find out multiple solutions, providing candidate programs for the port authority to coordinate with cruise lines’ in the final phase of the ship declaration process; the merging model utilizes the cruise lines’ known preferences toward berths and combines them into the model, then solves the final solution meeting both demands. Finally, the study proposes a practical algorithm to solve solutions. Through the active data of Keelung Port, the results show that the constructed model could resolve berthing conflicts effectively, simultaneously, concerning both cruise lines’ and port authority’s perspectives. |
